Resource Inventory
The most important requirement and prerequisite for a district level planning is resource inventory. All resource including Natural Resource, human resource, surface communication, education, agriculture related infrastructure, health, economic activities are the main inventory used by the local people. The upgradation and utilization of resource is the primary objective of RSVY scheme. The N.C. Hills district with 4890 Sq. KM in area has agrarian economy with animal husbandry. Thus agriculture and allied activities Animal husbandry eco-Tourism, Handloom and textile activities have prominent role for removing poverty and backwardness.
Natural Resource
The natural resource can be categorized as land, water, forest and minerals.
Land Resource
The land resource in the present use are shown below –
1. Geographical area - 489000 Ha.
2. Agriculture Land - 28037 Ha.
3. Forest Land - 63777.41 Ha.
4. Water bodies - 3909.00 Ha (approx.)
5. Non-agriculture land - 393276 Ha.
The age old problem of N.C. Hills district is non use of agricultural land. All the tribes living in the district are mainly depending an agriculture but the primitive system of Jhuming cultivation is common among all the tribes. The practice of Jhuming not only destroy the micro flora and fauna but also affect ecological imbalance by destroying forest. Moreover most of the cultivable land could not be used as these area is dependent on rainfall. Hence minor irrigation schemes (flow) have been proposed for utilizing these uncultivable land for agricultural purpose.
Another major problem is land degradation and land slide. Effort has been made under RSVY for land reclamation, horticulture etc.
The district has good potential of surface water resource. Many rivers and streams flow though this district. Five Nos. of natural lake are also major source of water in the district.
Forest
There are 3(three) Nos. of reserved forest in N.C. Hills district. There are sparse bamboo forest in almost all villages. Apart from bamboo cane is also available in forest. Bamboo is used in house construction and for many purposes. Bamboo is also supplied to Paper Mills at Jagiroad and Panchgram.
Minerals
N.C. Hills district is famous for Lime Stone. There are abundance of Lime Stone which are now used by three Nos. of Cement Factories at Umrangso. Coal is also available in N.C. Hills and now extracted in open caste mining process.

Infrastructures
The existing infrastructure facilities like, roads, railways, banking facilities, School, Hospital etc are shown below –
Roads
Though the extended portion of N.H. 54 passes through the district from Lumding to Silchar is in a very bad shape even vehicle can not ply. There is a proposal of passing East-West Corridor High Way replacing the extended portion of N.H. 54. The main P.W.D. Road connecting capital city Guwahati is Haflong Diyungmukh Road. The status of roads is given below.

Railway
The railway line passes through the hilly terrine from Lumding connecting main towns, Langting, Maibang, Mahur, Haflong, Jatinga and Harangajao. The total length is 135 KM. and still it runs on meter gauge. But construction of Broad Gauge is going on paralaly with the meter gauge line.
Air Port.
The N.C. Hills district is not connected with air ways. But nearest air port is Silchar, at a distance of 120 K.M. and Guwahati at a distance of 380 K.M.
Banking.
The banking facilities in the district is shown below :-
1) No. of Commercial Bank - 8 (Eight) Nos.
2) No. of Rural Bank - 9 (Nine) Nos.
3) Credit Deposit Ratio -14.05%

5. FW Sub Centre - 72 (Seventy-two) Nos.
6. Medical Sub Centre - 5 (five) Nos.
Effective NGO’s and Self Help groups
There is only one ITI in the district for proving job oriented training. However numbers of NGO’s are functioning in the district and some NGO’s have been trying to uplift the rural masses by providing many inputs. Scheme for constructions of training centre with Computer and other modern facilities has been taken up in RSVY scheme. Moreover apart from existing Self Help Group it is proposed to form another 250 Nos. of SDHG consisting 10 members each with in 3 years under RSVY with proper training.
